PHAB's Glossary of Terms defines strategic planning as "a disciplined process aimed at producing fundamental decisions and actions that will shape and guide what an organization is, what it does, and why it does what it does. The process of assessing a changing environment to create a vision of the future; determining how the organization fits into the anticipated environment, based on its mission, strengths, and weaknesses; then setting in motion a plan of action to position the organization," with the strategic plan focusing on a range of agency level organizational goals, strategies and objectives, including new initiatives.

A few tools that assist LHDs in developing strategic plans for their agencies include:

Developing a Local Health Department Strategic Plan: A How-To Guide. NACCHO has developed a robust how-to guide for undertaking the strategic planning process. Aligned with PHAB''s strategic planning requirements, this guide offers step-by-step instructions, important considerations, and modifiable tools and templates for use in any type of LHD. A NACCHO webinar featured the guide in May of 2012.

Developing a Tribal Health Department Strategic Plan: A How-To Guide . This is a robust guide to undertaking the strategic planning process, specifically for Tribal Health Departments. It is aligned with PHAB's requirements and offers instructions and templates for agency use. This guide was developed in collaboration with Red Star Innovations .

Community Tool Box, Chapter Eight: Developing a Strategic Plan . The Community Tool Box, created by the Work Group for Community Health and Development at the University of Kansas, provides information on how to build healthier and more equitable communities. Chapter Eight of the tool box ("Developing a Strategic Plan") provides practical, step-by-step guidance on how to embark on the strategic planning process.

Strategic Planning for Public and Nonprofit Organizations . Written by John M. Bryson, this book will help public health leaders understand what strategic planning and management are and how to apply them in their own organizations.

Creating and Implementing Your Strategic Plan: A Workbook for Public and Nonprofit Organizations . This hard-copy workbook, written by John M. Bryson and Farnum K. Alston, is a step-by-step guide on strategic planning in public and nonprofit organizations, and provides easy-to-understand worksheets and clear instructions for creating a strategic plan tailored to the needs of an individual organization.

South Central Public Health Partnership (SCPHP) Training . The SCPHP offers free Internet-based trainings on public health topics such as bioterrorism, risk communication, leadership management, communication skills, and environmental health. Interested public health professionals must register to enroll. The "Leadership, Strategic Planning and Systems Approaches " training provides enrollees with strategic analysis and planning skills.

*These strategic plans were evaluated against the PHAB Standards and Measures Version 1.0 by NACCHO Staff. These individuals, based on their understanding of the standards and measures, have classified them as meeting the PHAB requirements and being high-quality documents. These have not been approved by PHAB or any PHAB site visitors for the purposes of meeting relevant standards and measures.

**The Public Health Advisory Board (PHAB) requires health departments to complete three prerequisites before applying for national accreditation: a community health assessment (CHA), a community health improvement plan (CHIP), and an agency strategic plan. According to PHAB, completing these documents lay the groundwork for health department programs, policies, and interventions, and the remainder of accreditation documentation. Ideally, these documents work together to identify health issues in the community, work towards prioritized health goals, and identify health department and community roles. NACCHO staff have reviewed several complete sets of prerequisite documents and have determined that they are high-quality in that they individually meet the requirements set forth in the PHAB Standards and Measures Version 1.0 and that they work together cohesively to address the needs of communities and organizations. It puts employers and professionals in the driving seat and gives them the national support they need to identify and anticipate the key workforce challenges, and to be flexible and responsive in planning and developing their workforce. The Department of Health believes these provider-led arrangements offer the best assurance for future-proofing the way the health and public health workforce is developed.

Liberating the NHS: Developing the Healthcare Workforce builds on responses to earlier public consultations and the advice of the NHS Future Forum.

There are two central planks to the new system - Health Education England (HEE) and the Local Education and Training Boards (LETBs).

HEE will provide national leadership and oversight on strategic planning and development of the health and public health workforce, and allocate education and training resources. HEE will promote high quality education and training that is responsive to the changing needs of patients and local communities - including responsibility for ensuring the effective delivery of important national functions, such as medical trainee recruitment. Once the new education and training system is fully established, HEE will be able to consider to what extent they can be devolved.

The LETBs will be the vehicle for providers and professionals to work with HEE to improve the quality of education and training outcomes so that they meet the needs of service providers, patients and the public.

The Department will set the education and training outcomes for the system as a whole, securing the resources necessary and continuing to set the regulatory, policy and legal framework. It will hold the HEE Board to account for delivery of its strategic objectives.

The Sustainable Development Strategy for the Health, Public Health and Social Care System 2014-2020 (gateway No 01011) was launched in January 2014. It describes the vision for a sustainable health and care system by reducing carbon emissions, protecting natural resources, preparing communities for extreme weather events and promoting healthy lifestyles and environments.

The challenge is how to continually improve health and wellbeing and deliver high quality care now and for future generations within available financial, social and environmental resources.

Understanding these challenges and developing plans to achieve improved health and wellbeing and continued delivery of high quality care is the essence of sustainable development. It is important that plans factor in:

The environmental impact of the health and care system and the potential health co-benefits of minimising this impact

How the health and care system needs to adapt and react to climate change, including preparing and responding to extreme events

How the NHS, public health and social care system maximises every opportunity to improve economic, social and environmental sustainability.

The strategy outlines a vision and three goals based on the challenges outlined above to aim for by 2020. It describes the opportunities to reduce our environmental impacts, improve our natural environment, increase readiness for changing times and climates and strengthen social cohesion.

Almost all businesses that handle or sell food to the public must register as a food business with their local councils.

Class 1 and Class 2 food premises are also required to maintain a food safety program appropriate to their food business activities and keep it onsite.

Food safety program templates are an easy way for food premises to write a food safety program. A food safety program template is a simple document that describes the steps required to ensure that food that is sold is safe to eat. A template may be designed for use by different types of businesses, or it could be designed especially for a particular type of business.

Using a registered template may be cheaper, quicker and simpler for a business than employing someone to write an independent food safety program.

Registered templates

A number of registered food safety program templates have been developed by different organisations for use by a range of food businesses. Depending upon the template designer, these templates may be available to the public, to members, or to franchises.

The Department of Health Human Services has developed an easy-to-use simplified food safety program template for class 2 premises. The new Food safety program template for class 2 retail and food service businesses No.1 version 3 is now available. This template includes important new features, including:

shorter simpler records

enhanced instructions about how to handle food safely

updated information on allergies and labelling

instructions about handling raw eggs and raw egg products

up to date information for food vans and stalls.

This template is suitable for a range of class 2 premises, including cafes and restaurants. A business with multiple associated class 2 food premises can also use it for all their class 2 activities. For example:

a restaurant that also provides off site catering, or

a business that prepares food at a permanent site and sells it from a stall at markets.

Community group temporary and mobile food premises template - class 2

The Community group temporary and mobile food premises template class 2 can be used to create a food safety program only if all of the three following requirements apply;

a community group is selling the food;

the group is operating a temporary food premises or a mobile food premises ; and

the council has advised that the premises falls within class 2

A good example is a group using a community hall for an event at which food is sold, a stall or tent at a fete, or selling food from a van or trailer.

Community groups can choose to use FoodSmart to develop their food safety program, or the Community group temporary and mobile food premises template class 2 if they meet the criteria above.

Template development kit

Templates are commissioned and developed by qualified bodies and undergo a rigorous assessment process before being declared a registered template by the Department of Health Human Services.

In consultation with industry and regulators, the Department of Health Human Services has produced 'Developing a Food Safety Program Template', a kit to assist prospective template developers in preparing templates for registration by the department.

It ushered in a wave of transformations at CIHR with the introduction of a number of ground-breaking initiatives, including the reforms of the investigator-initiated Open Suite of Programs and peer review processes, Canada’s Strategy on Patient-Oriented Research and priority-driven Signature Initiatives. With continued support for these initiatives, CIHR is now in a strong position to build on its achievements and continue the transformation it began five years ago.

It is with great pleasure that I introduce CIHR’s new strategic plan for 2014/15 – 2018/19, Health Research Roadmap II: Capturing Innovation to Produce Better Health and Health Care (Roadmap II).
